Shortly before it smashes into the Public Safety Bureau building, a runaway automobile driven by Izumi Yasaka is reported. Izumi is a counselor who recently escaped from Sanctuary, a latent criminal isolation and rehabilitation center. Before Inspectors Mika Shimotsuki and Akane Tsunemori can question the suspect, the facility issues an urgent request to bring Izumi back. The Inspectors execute what they see as a direct command from the Chief and the Sanctuary board, but insist on personally escorting Izumi back. Tsunemori aims to continue his investigation with the rest of the Bureau's team.
